Rep. LaMalfa Speaks on House Floor in Support of Defunding the President’s Unconstitutional Executive Immigration Actions

January 13, 2015

Washington, DC – Rep. Doug LaMalfa (R-CA) today delivered the following statement on the floor of the U. S. House of Representatives in support of a package of amendments to the FY 2015 Homeland Security Appropriations bill to stop President Obama's executive overreach on immigration.

"Late last year, we saw the President knowingly act to ignore federal immigration law, claiming to grant legal status to millions who entered the country illegally, which looks a lot like amnesty to many Americans. An action done in complete defiance of our nation's rule of law. This week, the House will act to defund the President's plan," continued LaMalfa. "Some have claimed that his plan is funded by fines and fees, that Congress can't prevent it. I have one answer for them: No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law. These are the words straight out of Article 1, section 9 of the Constitution; there are no exceptions, no asterisks, no fine print."

Amendment #1: Explicitly prevents any funding from being used to carry out the President's immigration executive immigration order to grant deferred action to an estimated four million unlawful immigrants. (Rep. Robert Aderholt – AL)

Amendment #2: Prohibits any funding to be used to consider new, renewal, or previously denied DACA applications. (Rep. Marsha Blackburn – TN)

Amendment #3: Ensures that sex offenders and domestic violence perpetrators are prioritized for removal by U.S. Immigration and Customs Enforcement. (Rep. Ron DeSantis - FL)

Amendment #4: Expresses the sense of Congress that U.S. Citizenship and Immigration Services should stop putting the interests of immigrants unlawfully present in the United States ahead of legal immigrants. (Rep. Aaron Schock – IL)

Amendment #5: Expresses the sense of Congress that U.S. workers should not be harmed by U.S. Citizenship and Immigration Services' action. (Rep. Matt Salmon – AZ)
